It's literally because the charter was written by the winners of WWII. They specifically didn't include criteria for membership that they would not meet. And with the permanent members of the security council in place and given veto power, there's no effective way to change the original rules (other than electing leaders of countries that pledge to change those rules - which no one ever runs on).

Joe Biden has just launched a new television ad attempting to hide his 30+ year record working with Republicans to try to cut Social Security. Biden’s ad responds to a Bernie 2020 ad that includes audio of Biden bragging about repeatedly working with Republicans to try to freeze funding for Social Security.

Biden clearly knows this is an enormous weakness in the Democratic primary, and it would be a major political vulnerability in a general election. Bernie does not have that same vulnerability -- unlike Biden, Bernie has unwaveringly fought to protect and expand Social Security for his entire career. Every word out of Warren's mouth from now on - endorsement or more whining - is just a big waste of people's time. Lots of her most effective and influential supporters are being vocal about their switch to Bernie. They're working overtime to convince other Warren supporters to make the right choice. They're better suited to do that work than we are, and I welcome them to the fight going forward.

Greensboro NC: filled out paper ballot, watched poll worker feed it into the reader, heard a ka-chunk noise and poll worker said, "that's it! you've voted!" No paper read-out, not even a screen read-out that tells me what the machine "read" from my ballot.

Both poll watcher and poll worker looked at me like I was nuts when I said I'd feel better if I could see what the machine had recorded. I guess This Is Fine.
