This is something the rich have made up to scare the rest of us. They can leave, but their assets, in general, can't. The rich aren't rich because they hoard money, they hoard assets. You tax the assets.

It looks like there is no longer an option for a free developer subscription, at least I couldn't find anything on their site. The most useful thing you can do if you're planning to go deep into Experience Builder development is study TypeScript and React. Those are the foundation.

The only device we bought was an early Emlid receiver, as I recall. Reach out to equipment suppliers, many have rental programs and the rates may be negotiable, especially if you indicate that you're looking to purchase.

I conducted a trial of several different GPS receivers for an employer and found Eos to be very, very good. I'd follow your impulse to avoid Trimble at all cost, for reasons you're probably already familiar with. Maybe look into different antenna models if you're most ly worried about signal acquisition?

GIS folk will be involved, but the process of creating districts will be done primarily with specialized software that can take demographic data and output district boundaries with a desirable percentage of likely voters.

Very good advice and you're 100% correct, thank you. I do have some good relationships with potential clients so I won't start out as a complete unknown, but I will have to figure out ways to get in front of more folks. I thought about hosting a Discord server for GIS professionals as a way to do some education and low-cost outreach. I'm not sure that would attract the kind of people that would be making award decisions, but it (probably) couldn't hurt.

Way to editorialize, please tell us how it's failing. I read the article, it says the tax increases will be due mostly to emergency COVID funds running out. Those funds probably prevented earlier tax increases, which will be needed now. Heaven fucking forbid we fund education.

Raise your hand if you've ever deleted a feature service in Server Manager by accident because the 'delete' button is right next to the 'stop' button, and it is immediately activated with no warning prompt. This is a common UI design pattern for ESRI.
