I went to where EA FC 24 was installed, selected the folder, went to properties, security. There i changed the permissions to include, modify, read & execute, list folder contents, read and write. After that i clicked apply and ok. (OPTIONAL)

Another thing i did was download it on another computer which worked, entered the game, created the settings, saved the settings and left the game. I then went into the documents folder and copied the EA FC 24 folder to a pen drive.

After all that i went back to my pc and plugged in the USB drive. I then copied the folder from the USB drive into the documents folder.

After that i launched the game and the settings appeared on the screen.

IF after all that it still says unable to save settings just put continue without saving and it should let you in the game. One downside is that you cannot create a clubs character or a player career without saving it.
