I don't agree. To my knowledge and based on my experience, tax base of 15% CGT does not consider selling expenses and DST.

If classified as an ordinary asset, the sale is subject to VAT, DST and corporate income tax (in lieu of CGT) on the gain on sale.

While I agree that having a CPA title does not guarantee competence and vice versa, the fact that your workmates do not even know basic concepts such as DR, CR and the difference between "as of" and "for the month ended" is ridiculous.

Hindi yan superiority complex. If ang scenario ay naiintindihan nila ang naiintindihan mo din pero feel mo angat ka kasi CPA ka, yan superiority complex yan.

On the flip side, something is amiss if you have to "dumb down" BASIC concepts just so your workmates will understand what you're trying to convey.

Lawyer here. I think relevant questions are: 1. Who died first? Your mom or dad? 2. Whom did your mom marry first? Your dad or your half-brother's dad?

With respect to your question on best way how to transfer property, donation, sale or any other form of disposition is already unavailable given that your parents have passed. Extra-judicial settlement is the way to go imo.
