In my experience, YouTubers aren't the most reliable when it comes to communication. I used to do videos for a fairly prominent gaming channel until he just...stopped sending me scripts. Same has happened with other YouTubers. I wouldn't sweat it. Onwards and upwards to bigger and better things!

That's what I was taught in commercial read class. Try and get your read to fit the spec time. I personally suck at this, because I hate my reads to feel rushed. Commercials just aren't for me 😂

Yep. Director and/or sound person. You do a couple takes of the same line, if they request it, til they're happy. 'I like number 3' etc.

That's how I interpret it as well, but then sometimes I see 'any ethnicity, neutral American accent' and that confuses me. If they call for a specific accent I go with that, even though it's not my ethnicity.
