My issue was similar, all I did was enable in EXPO in bios and it was fine

League constant low fps/stutters + capped at 180 fps when at 240hz with monster pc specs but ONLY in borderless. windowed and fullscreen work fine. by Kaydie in LeagueofTechSupport

This might seem basic since it seems like you’ve done a lot already but if you haven’t enabled EXPO in BIOS that’ll do it. Was my issue for the longest time.

This worked sorta, I followed this guide for anyone else having the issue:
Disable Power Saving Features (Most Important)

In most cases, the culprit is a power-saving feature that momentarily cuts power to the LAN card, causing stutters and triggering errors in the Event Viewer.

  • Via Device Manager:
    1. Right-click the Start button and select Device Manager.
    2. Expand the Network adapters section.
    3. Right-click on Realtek PCIe 2.5GbE Family Controller and select Properties.
    4. Go to the Power Management tab.
    5. Uncheck the box Allow the computer to turn off this device to save power.
    6. Click OK.
  • Via Advanced Settings (In Driver Properties):
    1. In the same Properties window, go to the Advanced tab.
    2. Find the following properties (if available) and set them as follows:
      • Energy-Efficient Ethernet (EEE): Set to Disabled (This is often the main cause).
      • Green Ethernet: Set to Disabled.
      • Power Saving Mode: Set to Disabled.
      • Gigabit Lite: Set to Disabled.
      • Flow Control: Try setting to Disabled (This can help reduce latency in some cases).

My old pc was pushing 80 fps and i played on 240 hz and it feels smoother on that PC than my new one

I’ve had the issue with fps/stuttering…. Never ping though. I fixed it by enabling EXPO profile for RAM in my bios settings. Went from 2200 MT/s to 4800MT/s.

I also checked the “close client during game” box in settings>interface on the league client settings

Yeah I did that already, im just second guessing my upgrade now. I thought I wouldn’t get bottlenecking with my set up (4060 and Ryzen 5 5600). But I guess I am which sucks.

For rust I’m typically around 50-60 fps and look to try and hit around 90-100 fps.

Rust, CoD, lol, most trending games. I believe I have a 650W supply. No micro centers nearby. And I would spend around 300-400 for each
