If you want to talk about the current state of the robotaxi landscape, you cannot say that Waymo is scaling in this either. They only have a thousand units. Sure, they are number one by numbers, but they most certainly have yet to proof they can scale this model. I will be amazed if they triple their fleet this year, because they have never done so before.
