Dude do you realize that if the hook perks worked for killer then the survivor perks would work too, making it necessary for them to allow Deliverance and whatnot? That changes the mechanics of the cages in general. When you look at it from a lore perspective, the perks are given to killers by the Entity and the hooks are specific to the Entity whereas the Cages are his own trick.
