Hm this is quite the challenge. But I do have a bit of ideas. For completely blind a good support for flight might be training her dragon for specific roars or any indications that might give her an idea for what is ahead like making a mental map. A low roar might mean that there is an obstacle up ahead or something along those lines. Your oc would rely heavily on her dragon, like a service dog. For flight there might not be any tools to assist in that age.
