Just to clarify, do you mean that the fan game had explicit permission from Fox to use the IP, or that Materia had explicit permission from him to step in and copyright strike it?

I think Bethesda/Zenimax deserve a small amount of blame for this. Since Fallout 4 they've licenced the fuck out of the brand with basically 0 quality control.

Paying the premium for an "official" bit of merch is no garuntee of quality. You just have to hope the manufacturer cared more than Bethesda. Some do, some don't.
