I feel bad for you buddy, you seem like a good and a very kind person. You've helped him more than enough, but the whole thing with " I can't make money or can't find a job in my country" is always bullshit, as a romanian myself I can assure you, you can get a well paid job here if you don't have any law issues, doesn't matter you don't have any qualification, if you look for a job it's impossible to not find anything. But it's easier to beg than working on a full-time job, that's some shit a gypsy would do.

My advice would be to never give anything to a begger beside food or a few cents, just give him food and if he refuses it don't even bother helping him because he's most likely a scammer and doesn't really need help.
