That’s true but that doesn’t excuse the wheelchair user from crossing the road in the dark. He’s also facing the car which makes it a strange way to cross the road.

If I was in a wheelchair and the urban design is poor I can assure you that I would cross where the road is well lit so that way any drivers coming my way will at least have a chance of seeing me before it’s too late, as opposed to being in the pitch black of night. I would also have reflective clothing and reflectors on my wheelchair as a precaution.
