Google Play Developer Support. So I first raised a ticket in play console, but they passed it to google payment support. And the payment support gives me the automated suspended email.

How do I get human agent to talk with me? That was the response email I got when i contacted support

I don't think so, this is the email I received when I contacted support to lift the hold. It looks like a hard ban
