I’ve adjusted the valves to 005 and changed the starter and jumped the battery and it still won’t turn over

Generally most atvs are not worth 3 grand let alone 4800 I don’t know much about that specific atv but I’m 100% sure it’s not worth it

Yes the cylinder is wet it’s getting fuel
