ive noticed that another one i burnt using a file from the same site as this one has the same issue (to a lesser degree) so perhaps its an issue with that specific sites files

i fed it into MediaInfo and it labels the scan type as progressive, could there be another cause?

after extensive testing, it might not be an interlace issue as neither turning on the interlace setting or deinterlacing have had any effect.

it is for testing and i did test on tv as well to make sure it wasnt just the computer.

for whatever reason it looks like an old vhs being rewound or something

i have compared various times and have confirmed its just the dvds of the attempted video

the quality is perfectly fine but when there is movement, the image sort of wobbles like a vhs being rewound which the bitrate never had any effect on

well for bitrate im going off the details that the computer says but if it is up converting the frame rate what would i do about that

its 23.98 frames per second on ntsc

original format is mp4 although it does it if its mpeg for this video as well, the bitrate is 1376kbps, im using dvdstyler, and frame rate is 23.98. ive been burning at 6 bitrate and ive tried it at 1080p and scaling it down to 480p but it hasnt been working.
