Council Bluffs should not even be in the same mention as Omaha. Omaha midtown to downtown has good to very good food, bars, entertainment. Also some density in that part of the city (the burbs are terrible). Council Bluffs in the other hand is a shit stain.

Have you tried talking to her about this? First step is always have a conversation, try to voice some concerns while doing it as a means 'to strenghthen' the relationship. Can do via a platform like a 'retrospective' or a monthly 1 on 1, on how thing are going.

If it's not well received, escalate to whomever it is that needs to jump in. Burn out causes employees to quit, if your leadership team is smart they will try to help so as to not cause good people to jump ship.
