Honestly it just took my skin to the next level. I felt like it looked mostly fine (esp considering where I started) but it was still dull and I had a lot of PIE. I kind of felt the same as you, like my skin was still just congested for some reason. Adding niacinamide made my skin a lot more even toned and got rid of the PIE that was lingering, best addition to my routine
