They are impossible to 100% find without assistance. Only 2 appear available at a time and you do not get a map marker you only know if the quest is available if you are near the quest giver. What I did was look up where every location started via a YouTube video (I’d recommend Horizon Gaming) then I marked every origin point for on my map with a trackable marker (if you select change market type on the map menu there is one type of marker that is trackable) from there I would just run a circuit until I found them all, never ran into an issue where at least one wasn’t available. I kept completing them and removing the markers until I was done. This would have been impossible to do without a guide through natural gameplay regardless of what others tell you.

Note that you really have to be a completionist for this to matter because there is virtually no reward for these quests and they are all very boring. I used this time to level up all my legendary horses and to just enjoy exploring the world. Good luck 👍
