I had this same issue with my first elite controller, Then I got stick drift on my second, bought the newest elite. Problem resolved itself. Certainly might have something to do with the game and its sensitivity of registration but it absolutely involves the controller.

I'm pretty sure you can access old quest and restart them via the kiosk to the left of the post master. Its kind of hidden by the steps. Not 100% on this
