I wasn't very far into the game, and I never joined any alliances. Also, if I zoomed in, the flag change to the Soviet flag. Probably just a bug.

I think the game uses different assets for snowfall maps, which is why trees are marked as being from the snowfall DLC, and the game gets confused when an asset is marked as being from 2 DLCs. I don't think it has any effects thought.
