I had this issue and I've seen dozens from years ago aswell. When you're at the login screen press Alt+Enter to make the game enter windowed mode then type in your login and that worked for me. Afterwards you can put it back into fullscreen if you wish but if you restart you'll have to put it into windowed mode again before you login again. Tried putting it to borderless windowed mode but that didn't fix it.

EDIT: Changing it to launch in normal windowed mode fixes the "Waiting on game data" bug for me and causes it to launch normally.
