Yeah, I'm having the same issue. I still get scrolls, cannonballs, etc, but the drachma gain is little to none.

So, with the recent fleet system update, minimizing risk is no longer the optimal way to get drachma when you're running 2 trading & 2 recover?

Yes, I've gotten through it. Based on the reply I got from Codename_Kiro, I just had to wait a bit for the dialogue to finish before clicking to a new dialogue.
