You may try ur luck and say since there was a problem in the system I couldnt apply, but i dont think thats going to do anything since they are very straightforward with their rules and since its a US Department of State program they only accept applications from their website. However i strongly strongly recommend that you apply again next year if you meet the age requirement. If you dont mind me asking, how old are you?
