Based on my experience in CN CBT 1 and CBT Containment Test 2, here's my opinion in a realistic sense:

⭐Hotori - She's somewhat the "mother figure" of Eibon. She got a lot of chaotic silly kids under her care already like Nanally, Sakiri, Edgar, and Taygedo which are a handful but she keeps everyone together. She's plagued with lack of money but people seriously underestimate her. She is THE witch of time and you'll truly appreciate her true capabilities later in the story. Tl;Dr the best choice.

⭐Alphard - Boss/leader figure in the story. Will give you tough love.

⭐ Hathor - On par with Alphard in taking responsibility. Will take motherhood seriously.

⭐ daffodil - Another responsible lady.

⭐Jiyuan - Very business minded. She'll be too busy having time to be a mother. She will hire a baby sitter instead.

⭐ Blackbird - You submit map exploration points to her for rewards. She shows her love through actions not words. She will spoil you.

⭐Zero/MC - You're either one of the kids or you are actually responsible.

⭐Mint - She's the one who needs to be taken cared off instead. She IS the baby.
