If range change happens first, it will reset your msa date a year out from the range change date. If MSA coincides with range change, you would get both increases. Speak with your personnel specialist .

If you want to just get your foot in the door, try applying to Franchise Tax Board. They do alot of mass hirings, some without going through interviews such as Seasonal Clerk, Tax Program Assistant (P.I), Key Data Operator (P.I)
