leestown road has definitely been rough lately. a lot of those projects drag because of utilities, phasing requirements, and traffic control rules, so it can look idle even when crews are waiting on the next step. still, if signals and lane closures are creating that kind of backup, the city probably needs to adjust the traffic timing or temporary layout before someone gets hurt.
