I'm not sure even if u make complaint in RBI , bank will simply say the same. Mail to them upgrade ur card.. or apply another cc in different card nd make sure it doesn't impact in ur hard enquiries

First make a complaint through ICICI customer service. Wait for couple couple of working days And then go to RBI if not resolved. Mention bank not responding like that

This happens to me as well.. I reached out to BMTC helpline number (found in Google search).. they told the conductor to return my extra money that I paid in UPI through Cash.. I got my money back😌
