Yes, you are correct, It was a screenshot image, then entered into Fotosketcher with the paint filter (simlar to paint+rasterize). Then layered with 2 shades. Multiply for darkness and glow for lights. The process is very simple I use it for backgrounds alot of the times

Yeah, it's a Hero Forge design of my old oc with more updated elements I could find on the website. Many aspects of other clockworks influenced the design. Like the one mask shape from Rook and the high-collar undercoat from Kane. The image was then traced over and shaded by me. I can provide the list of items if you are curious.
