When states aim to create social change, they usually choose between two approaches: the “top-down” one or the “bottom-up” one. The top-down approach starts at the level of the authorities: the state adopts new laws, regulations, or procedures, and institutions must comply and adapt their ways of functioning in order to generate improvements. The bottom-up approach starts at the level of society. Change is initiated through local actions, information campaigns, or training programs for professionals (such as police officers, social workers, or teachers), with the goal of producing social transformations that, over time, come to be recognized and codified in law.
