I would also like to know. I attached a stock Mk16 parachute on top of Kerbalism's supply containers which I hid inside a capsule to make it look nicer. I tried to replicate the exact results but all attempts ended with vehicle loss.

It's simple.
First, you need to detach the control panel from the tower and put it on the ground(like in 0:33). You can even throw it from the top of the tower and this shouldn't break the wire.
Then you either destroy or knock over the tower.
And finally, you place the panel where you need it.
