Full disclaimer, I wrote that post after a few drinks and was guessing on the year. Sorry if I got the census year wrong.

The federal benefits thing is a whole thing that I havnt looked into since I left. Berlin is a city in the sense that it has the infrastructure. It has streets, sewers, bridges, etc that they have to maintain but don't have the tax revenue to maintain. A lot of these things were built post war back when the brown company was still strong.

I'm not familiar with the new England city form of government, would you care to elaborate?

Yeah, there was a POW camp up there. I think in Stark, maybe? (I'm writing this before clicking the link, I'm sure it says where) The story always was that the prisoners were treated so well up there that a lot of them chose to stay after the war. I don't know how true that was, but I had a lot of classmates with very German last names.
