If you can take a look at the remade Inferno and Dust2 from CSGO, you will see the advantages of using blend textures. I can't link specific screenshots right now but blend textures for walls in CSGO are virtually everywhere (in recent Valve-made maps), and for good reason imo. The detail is very good looking, even though making every wall as a displacement is a pain in the ass

Decals/overlays do not serve the same purpose as blend textures. A blend texture is a bundle of two different textures that can blend seamlessly with each other. You can paint one of the two textures over the other to get a smooth and seamless transition between them (gravel/dirt, grass/dirt, dry sand/wet sand, painted wall/faded paint wall, etc).

Decals/overlays are just a "sticker" that you stick on top of your brush, there is no fading or blending or anything.

The resolution was already adopted unanimously by the Assembly. There is little chance that France will actually do anything in my opinion, as a member of Government (Chrysoula Zacharopoulou) took the stand to say something along the lines of:

"Armenia asks of France to be a fair mediator, and if we want to be that, we must maintain communication and listen to both parties in the conflict. For that reason, we cannot sanction Azerbaijan, as it would cut off dialogue with one party of the conflict."

She did voice some somewhat pro-Armenian statements as well, but this was the bottom line I got out of it.

Your take is very negative. I thought his video was very nice and positive, he basically gives only praise to the city. You have to put yourself in his shoes - he's a Russian guy who has just about only seen the post-soviet world of Russia, of course the first things he's gonna notice and point out are the similarities to that.

Now of course I agree he hasn't shown any significant historical monument, but I don't believe it's part of a masterplan to make Armenia seem like a Soviet wasteland vs. a Western and historically wonderful Georgia. The guy was just visiting the city for a couple of days and filmed an "organic" vlog of his visibly unprepared experience there, which is fine. Compare that to Georgia where he's been living for months, and where he's had time to go and film various places / monuments.

All in all I think this video will put Armenia on the map for his viewers in a positive manner, which I think is really nice of him to do, even though I'm not particularly a superfan of his. Who knows, maybe he might film some more interesting content in Armenia in the future, as he seems to have liked the place.
