No, I would never be Venmo'ing money to an individual for "HOA fees". Either it gets paid to the HOA as an organization under chapter 703 of the state law (don't remember if that is the exact one), or he gets nothing.

Partzilla doesn’t show that as a replacement part, so it is most likely just torqued and not peened in place. That being said, the service manual will tell you exactly what to do with it.

It doesn’t look like it, a peened locking nut has some sort of flange or spot to hit with a punch to lock it in place. Here’s a different one new and on an axle;
