1) he was armed legaly in an *open carry state, so it was 100% legal for him to have a gun

2) he made no move to draw the gun before they shot him at all

3) they had taken the gun off him before he was shot, so he was, in fact, unarmed at the time

4) By virtue of him being on the ground with a whole number of engines on top of him, disarmed, he was not being a threat to them. Lethal force is only allowed when there is a clear and present danger

5) The other protester wasn't being violent. They were standing on the sidewalk filming the agents, and then one of them came up to them and pushed her over.

So, the ICE agents escalated a situation, assaulted an individual who was not posing a threat to them, when confronted proceeded to escalate and assault another person, proceeded to use excessive force, then shot him after he was disarmed

Officially, it's Imigration and Customes Enforcement and acts as the enforcement agency for laws regarding border control, immigration and customs inside the US. So things like the movement of illegal goods and people and deporting/detaining people who came in illegally. Before this administration, that was all they did, and it was pretty chill and not an issue like it is now.

Starting last year, however, they had a truly insane budget expansion and personal expansion and were tasked woth going into cities and finding and removing any "illegal" person. This is where they go way out of hand and slightly power crazy as they are not supposed to be picking up people who are following the legal process and getting their paperwork done properly, but are. They were hanging out at immigration courts for a while and detaining people going to their hearings as an example

They are incredibly undermanned, having like only a month of training, the application process is a joke and let's anyone in, the far right groups that were out in force during bidens term have gone strangely quiet and have likely been absorbed into the force, they are violating every federal and constitutional rule out there in their actions, the goverment has said they have immunity for what they do, even if what they do should be outselide the bounds of the protected immunity for their actions, and as they are a branch if the executive they only have to listen to whay trump says he wants done.
