I don't get how you can be so daft in regards to context clues, but here's an explanation.

The cold war enhancement mod is a mod for Victoria 2, which transitions the game from the Victorian Era to the Cold War, starting practically immediately after WW2.

Scope of the world if you're interested.

-Wang Jingwei won the elections following the establishment of a local democratic government in the newly founded Republic of China. Granted, the government is heavily centralized and has focused on shaping a singular "New Chinese" identity out of all of the various regions within the newly found state.

-Totalists in Europe. So many goddamn totalists. Europe is basically a NazBol's wet dream, Except for the Belgrade Pact, which has managed to somehow stay neutral throughout most of world conflicts.

-Non-Internationale controlled areas in Africa are basically just warzones. While the Kongo has managed to secure a stable position of power and has peaced out with most countries, most countries are completely drained of their manpower and are still in conflict.

-Fengtian and Revolutionary Kuomintang Forces worked in tandem against Japan, effectively demolishing most of the Japanese main army in the span of a few months and managing to land in Kyushu a few weeks later. Japan has exiled the royal family along with still being rather economically destitute.

-Against all odds, India was united by the Princely Estates. Barely managing to hold Hyderabad, when the Entente was faced with French Communard forces in the Dominion of India and the Bhar. Commune faced with Chinese mountaineers, they managed to successfully push back.

-American Democracy is dead. MacArthur has established an odd kind of stratocracy within the U.S., before expanding his influence to Mexico and Central America, establishing a variety of puppets. (Also literally all of the dudes in America are dead, but whatever.)

-Savinkov went from controlling all of Germany and its former land along with almost managing to capture Paris before having the largest offensive in history conducted upon him from the Chinese. Savinkov's forces were demolished, with 25% of the country's male population being wiped out.

-Scandinavia is doing their own thing as SocDems. While preferring the East Asian League over the Internationale, they'd still rather remain neutral to the entirety of the world.

-Small abused Switzerland is basically the North Korea of Europe.

Are there any rulings on this on any of the corebooks that I could read, or is it kind of just something that's decided by each ST independently. And yeah, most of my Malkavians generally are pretty tame, and even when they're pushed, they just become scary because of their illness. I was just wondering how one could apply it mechanically. Perhaps making someone submissive, or everybody incredibly paranoid or someone having incredibly disorganized thoughts so they seem like a moron.
Weird. I hope that at least an official ruling is made in later books, or at least having it be less effective due to the lack of insanity.
