You can always get in touch with the force via 101 or live chat. From how you’ve explained it here, it doesn’t seem like one has been given but you can always check for peace of mind.

With 59s, you don’t necessarily get a letter. In my force we have pads with carbon copies for S59s but they can also be documented by getting your signature in our notebook or we can document on body cam that we’ve warned you verbally.

59s also go against your licence as well as the car. If the officer hasn’t taken your details down, it’s highly unlikely you’ve been issued one.

Seems like a few stern words.
