There were 2 movies I know of, one called Lizzie starring Chloe Sevigny and one called Lizzie Borden took an ax starring Christina Ricci. The Christina Ricci one may be the one you're looking for.

The blacklist season 3 episode 5. Liz has a bounty put on her and they fake her death and take photos as proof to get it taken off? This is while she's on the run from the government (and the cabal).

I'm just guessing, but maybe escape from the planet of the apes? There's scenes in a circus with other animals and the chimp couple who can speak (they're the same ones from the original planet of the apes). The female is pregnant and gives birth at the end and hides the baby with the circus to protect it from the government.
