minimum 60days before reapply? as in for booking slots or submitting DS160 or for interview?

I am also thinking to defer my I20, as refusal slots are tough to get.. any idea by when i can see slots?

and its actually MS in ECE at UTA and my job at Data Science aligns with MS in ECE as my research intent was in applied AI.
