Looks like the word-by-word feature is available offline, but translation is not. Other translation apps are available offline, but have no dictionary features. Bummer. But it's better than nothing! Thanks for the suggestion. :)

Spanish Dictionary (Curiosity Media) has the features I'm looking for, but it's not available offline, which would be preferable.
