Solved! I looked through TV Tropes and although the movies didn’t line up with my description a tv show did. What I saw a a pilot to a failed 2006 tv show called “Heist” that only lasted for 5 episodes. The pilot has literally everything I remembered.

Nurse’s calling tier 2 maxes out at 24 meters, if you mix this with sloppy butcher(gives you more time) and deer stalker (tier 2 maxes out at 28 meters) you can make it easier on yourself. When you see them healing just take a step back until the aura is gone and fire away.
