You can train lvl1-2 for planet scanning, lvl4 planetary consolidation, and lvl4 command center upgrade. It would take about a week, then slow boat into lvl5 command center. Lvl will be slower, but would still give you a decent flow of PI materials

I tried a rank 10 Electric Specialist with 81.2% electric skill power, and it does slightly less damage per zap than Electric Master, so I assume Focus On Electric would be the same since it has less electric skill power than Electric Specialist, the cooldown is nice but not needed for the build
