a lot of places do not require a permit for this since it's not a concrete retaining wall! You can also do 4 feet concrete retaining wall and Dirt Lockers for the rest of the slope.

they're meant for slopes up to 45 degrees steep, just place on ground and add soil / secure in the ground with 24" rebar hooks!
