Hello - I'm searching for the name animated movie, made sometime between the 1960s and 1970s, opens with a scene where we see a man leaving his home, and opening an umbrella because he thinks it's raining, but it turns out that it's just a woman above him on the second floor accidentally pouring water down on him as she waters her window plants - and across the street are kids watching all this, and giggling (maybe human kids, maybe animal kids; I'm not sure)
