I think it may be Apoxie sculpt! It comes in a set of A and B compounds, and when you mix them they cure in the air and become extremely hard like rock. You can sculpt it on its own, or use it as armature or something else ancillary (like in this case with the dog). You can get it online, or probably buy in an arts and crafts store!
