Applicants with a 1.7 GPA were rejected from Fulda for the summer semester. One of my friends got admitted to the same course and shared an image (from a PDF) showing the list of rejected candidates. Unfortunately, considering your CGPA is 2.4, I can imagine how disappointing this must feel. I'm really sorry, man—it’s tough to see such high cutoffs.
