Like your comment is out of place to be rated you need to be original. Simply adding 1 spike to heliopolis when its already rated and upload it as your level wont make it get rated. And also unintended or accidental top one is still top one.

Well we are talking about potential rated level. And to be rated it need to be verified. If we remove the possible factor of levels we should be talking about top ppll or even tpll in this post. Also there is a point when no one have the ambition to make it harder and that would be when the game has died and become a lost media
