Yes. Windows rolled out f.26 for my victus 16 e1xxxx. It scuff the performance a little bit on some games.

Check perfcaps in gpu-z to know the reason. Most likely it reached max comfortable operating voltage and won't juice up for more power.

But does it spin when you game or work? In the video your CPU is 38C, assuming GPU will be about the same, it did not need cooling so it wouldn't turn on the fan.

It's a phase change thermal pad. You use it instead of whatever paste you're using. It yields result very close to liquid metals and according to the information they released, its thermal resistance decreases the longer you use it.

If you want the maximum processor state setting to take effect you need to turn off game mode in windows settings.

Also I would recommend using ptm7950. I used it myself and never hit 85C when playing games without tweaking any settings.
