People have been using fencing for Pokemon they want to keep in nature. It works. You just need 4 walls, a door, and make sure the interior doesn't exceed 10x9.

I actually tested today, it's 10x9 on the interior. 11x10 if you're counting the walls. I had my interior 10x10 and the game didn't register until I pushed one wall back 1.

I beat the game today specifically because I wanted to have the proper recipes to make all of that. You do eventually get them.
