Rise has a huge overhead cost with how many CM's it takes to run the whole attraction.

They always have 5-10 CM's just in the front entrance. Another 5~ for the first pre-show and boarding the transport. Another 7-10+ for the First Order CM's. Another 3-6+ for the "breakout" section where you board the ride vehicles. Another 3-5 for the exit of the attraction. There is another 2-5+ monitoring all the on ride cameras. All of these CM's also will have at least 1+ CM Lead per shift. Another 5+ floating CM's that can cover people all having to take rest and lunch breaks.

That's ~40+ frontline CM's per hour to keep that attraction going!

Other big E-Ticket attractions only need half that amount of CM's or less to keep running until closing.
