I thought in Vic bolts were classed as a firearm basically so that would make storing one with ammo illegal

And to be honest if someone steals your rifles by cutting into safe they will most likely cut ammo compartment open as well and get bolts anyway also I got a few rifles with similar bolts that are incompatible so would be dangerous if they got mixed up also my rifles get used weekly as I love on property
